ALBANY, NY May 1, 2025 – The Planning Committee of the Capital Region Transportation Council (Transportation Council) will convene on May 7, 2025 at 9:30 a.m. Planning Committee members will take action on the Draft 2025-2030 Transportation Improvement Program (TIP), recommending Policy Board approval. The TIP is the Transportation Council’s 5-year capital program of federally funded transportation projects for the Capital Region. Over $1.6 B in pavement, bridge, transit, safety, bicycle/pedestrian, and other projects are included in the TIP with the largest being the $690 M replacement of the Livingston Avenue Bridge. The Transportation Council is recommending over $211 M in funding for 29 new site specific projects. View our interactive project map to learn more.
The Planning Committee will also release the draft Albany-Schenectady-Troy 1997 8-Hour Ozone Non-Attainment Area Transportation / Air Quality Conformity Determination for public review, will recommend Policy Board approval of a resolution to support CDTA’s 2025 Targets for Transit Asset Management Performance Measures, and will approve the following amendments to the 2022-2027 TIP:
A649: Northway Bridges, NYSDOT is project sponsor, project cost: $4.2 M – Draw down of funds from regional set-aside RG 134 to address a $1.2 M project cost increase.
T14B: Preventive Maintenance for Saratoga, project cost: $12.877 M – Align programmed funds with updated cost estimate and expected federal funding apportionment.
T17: Transit Bus Replacement / Expansion, project cost: $43.256 M - Align programmed funds with updated vehicle quantity, cost estimate, and expected federal funding apportionment.
T57: Preventive Maintenance, project cost: $72.661 M – Align programmed funds with updated cost estimate and expected federal funding apportionment.
T160: NEW Project - Bus Operator Safety Barriers, project cost: $0.200 M – Purchase and install operator safety barriers on buses.
T161, NEW Project - Maintenance Equipment (Lifts), project cost: $0.750 M – Purchase and install lifts in the maintenance facility.
T162, NEW Project - Vehicle Maintenance Software, project cost: $0.250 M – Support for vehicle maintenance software.
T163, NEW Project - Video Mirrors, project cost: $0.303 M – Purchase and install video mirrors on 25 buses.
Discussion items will include an overview of the preliminary draft regional transportation plan, In Motion: The Plan to 2050, and a review of the Capital Region Vision Zero Safety Action Plan implementation program. The In Motion and Vision Zero plans will be brought to the Policy Board in June for action to release for public review.

ALBANY, NY January 30, 2025 –The Planning Committee of the Capital Region Transportation Council (Transportation Council) has released the Draft 2025-2026 Unified Planning Work Program (UPWP) for a 25-day public review. Adoption is anticipated at the Transportation Council’s March 6, 2025 Policy Board meeting.
The UPWP describes how federal transportation planning funds allocated to the Capital Region will be spent in the state fiscal year beginning April 1, 2025 and ending March 31, 2026. This core document serves as the work plan and budget for the Transportation Council’s staff, consultants, and planning partners. Highlights of the proposed transportation planning work include:
Preparing a Traffic Calming Master Plan for the Village of Ballston Spa.
Preparing a West Avenue Complete Streets Study in the City of Saratoga Springs.
Retaining a consultant(s) for multiyear services related to a travel demand model update.
Preparing a resilience plan for transportation infrastructure.
Supporting a state led Traffic Signal Project by developing a proposal for a Capital Region “Smart Roads” program.
Planning for a regional active transportation/Complete Streets network.
Collecting data and providing technical assistance to state and local governments to identify over-dimension routes through the region and supportive transportation infrastructure projects.
Preparing an ADA Self-Evaluation and Transition Plan for Albany County.
The Draft 2025-2026 UPWP document and Executive Summary (translations of the Executive Summary will be made available in Spanish, Chinese, and Arabic) can be reviewed on the Transportation Council’s website at //www.capitalmpo.org/unified-planning-work-program/.

VOORHEESVILLE, NY February 13, 2025–The Village of Voorheesville, in partnership with the Capital Region Transportation Council (Transportation Council), is preparing a Safe Streets Policy and Plan that will advance Complete Streets in the Village by creating a safer, more accessible road network for all. The public is invited to attend a workshop taking place at the Voorheesville Firehouse at 12 Altamont Road on February 24th from 4:00 - 7:00 pm at which the draft plan concepts and recommendations will be shared.
The workshop will follow an open house format to allow members of the public to stop by at any point for their convenience. Participants will have the opportunity to review and give feedback on Safe Streets conceptual designs for the priority areas, the Complete Streets policy vision, principles, and objectives, proposed street improvements, Complete Streets policy and supplementary design principles, and a proposed implementation plan.
In addition to the Transportation Council, the Village of Voorheesville is working with the New York State Department of Transportation (NYSDOT), Albany County Department of Public Works, Capital District Regional Planning Commission, Capital District Transportation Authority (CDTA), and Environmental Design and Research (EDR). The plan is supported by funding from both the Village of Voorheesville and the Transportation Council.
