DEPUTY SUPERINTENDENT OF HIGHWAYS (TOWN / VILLAGE)

DISTINGUISHING FEATURES OF THE CLASS: Under the direction of the Superintendent of Highways, assists in the administration and operation of a town or village highway department.  Supervision may be exercised over laborers and semi-skilled highway construction works, with general leeway given in the exercise and performance of duties.  Acts on behalf of the Superintendent in his or her absence.  Does related work as required.

TYPICAL WORK ACTIVITIES:

  • Assists in the direction of the construction, maintenance and repair of highways, bridges, storm sewers, drainage structures, curbs and gutters, including snow removal;
  • Assists in the direction and development of highway personnel;
  • Directs the grading and preparation of highways for oiling and paving;
  • Directs the maintenance and repair of equipment and machinery;
  • May direct work crews and participate in the repair and maintenance of town or village streets and roads;
  • May oversee the maintenance and repair schedule of fleet vehicles and machinery;
  • May assist in the development and maintenance of the departmental budget;
  • May prepare specifications for new equipment, machinery and construction materials and supplies;
  • Prepares a variety of reports.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

  • Good knowledge of the equipment, materials, tools and terminology used in the construction, maintenance and repair of roads and parks,
  • Good knowledge of modern methods, procedures and safety precautions used in construction and equipment operation;
  • Good knowledge of local geography;
  • Good knowledge of management techniques;
  • Good knowledge of computer applications;
  • Ability to operate heavy equipment such as snowplows;
  • Ability to supervise the work of others;
  • Willingness to be on-call for emergency situations;
  • Mechanical aptitude;
  • Alertness and dependability;
  • Physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS: EITHER:

  1. Graduation from a regionally accredited or New York State registered four-year college or university with a Bachelor’s Degree in Civil Engineering, Construction Technology or related field and one (1) year of administrative experience in public works construction and maintenance;  OR,
    1. Graduation from a regionally accredited or New York State registered two-year college or university with an Associate’s Degree in Civil Engineering, Construction Technology or related field and two (2) years of experience in public works construction and maintenance, included or supplemented by one (1) year of administrative experience as described in (A); OR,
    1. Graduation from high school or possession of a high school equivalency diploma and four (4) years of experience in public works construction and maintenance, included or supplemented by one (1) year of administrative experience as described in (A); OR,
    1. Six (6) years of experience in public works construction and maintenance, included or supplemented by one (1) year of administrative experience as described in (A).

NOTE: Individuals who have experience in public works construction and maintenance are defined as those with hands-on experience in the maintenance, repair, and construction of roads and highways, parks and recreational facilities, public utilities, or water or sewer facilities.  Administrative experience in public works is defined as involvement in the oversight and management of those activities.

SPECIAL REQUIREMENT (VARIES BY TOWN/VILLAGE):

Eligibility for Class B or higher  (GVW > 26,000 lbs) Motor Vehicle Operator’s License issued by the New York State Department of Motor Vehicles with air brake endorsement; possession of license at time of appointment.
